He's straight up stupid and you are too. He literally recognized it himself and listed all the situations where he could have guessed that there was an incoherence.
And the fact that at some point he asked his friend to investigate who Zhenya actually is proves that he could do it all along he simply was to stupid to question things.
Whether his superiors did this on purpose or not has nothing to do with whether he should have seen something was fishy or not. He could have and should have questioned Zhenya's identity long ago. Not everyone is blind and stupid like you, brainlessly believing superiors to your death even when things make no sense.
