Was the attempted SA really necessary?

Authors just love to let bottoms get sexually assaulted, up until it comes to actual penetration and it usually stops there. Because by then it seems like it'd have no real consequences because the victim wasn't technically raped. (Which makes no sense, but we proceed)

To add to this, The perpetrators usually get no consequences either, the victim will have like two minutes of trauma before getting fucked by their lover and that'll be it.
