She's still got her goal of becoming the family head and until that happens she cant risk her plans on a romance with him. Even if her uncle has been thrown out if something happens to their grandfather again he could come weaselling himself back in, the family still has enemies.

Plus the biggest thing we've seen regarding the empress is even with her own powerful house at her back and being empress, she's constantly been undermined by outside forces so why would Tia become empress and give up so much power that she could have as matriarch.
