Everything was planned by Anna (in ch1), she is Jerome's nanny. And Jerome thinks Anna is like his mother or sister. Anna doesn't want Jerome to be Hugh's victim, that's why she's looking for a replacement to take Jerome's place. So Raymond is the replacement. In season 2, Raymond and Carl will try to ask to move dorms, but Anna says all the rooms are full and they can't change. That's why Raymond can't change rooms.
