i definitely think he has a crush on you. if you'd like to date him you should give hints too maybe he'll confess sooner, or you can be the one to ask him out if he's going nowhere. but i'm sure he's got his own pace planned or sumtn since he's so straightforwardly coveting you.
i usually skip the hassle and answer "no i don't have a boyfriend. what is it? do you wanna be my boyfriend?" when someone's asking me whether i have a partner or not, but then again i do that so i can reject them before they try even longer.
there's a thin chance he's just an asshole who love bombing you just to make you feel conscious of him without wanting to date you, but if you feel like he's a good guy you shouldn't worry about that. good luck, lovebirds!

So ahm, there's a boy, my seatmate he's literally giving me signs that he likes me, like asking when's my birthday, taking my works to pass it to the teacher, and asking if we could walk home together, like wtf, and giving me a snack, the first convo we have was he asked me if i have a boyfriend
