No, it’s not the same one. Even if you didn’t look back to the chapter where the neighbor is introduced, in the scene where Tomoharu is lying on the bed the woman introduces herself. If she were his neighbor, no introduction between them would be necessary, in fact she probably would’ve commented on recognizing Ueda. (Also, if you DO look back, you can see they have different names anyways, haha. Though you could argue she uses a fake name, but even still, it wouldn’t make sense for them to be the same person. For anyone curious, the neighbor appears in Vol.12, ch.26, her name is Fujii Risa.)

That being said, I do agree it would be nice to let Tako have a little romance^^!! I wouldn’t mind femAki showing up a little more. It could probably lead to some funny misunderstandings.(づ￣ ³￣)づ
