I like your idea. I also thought it was weird that an npc had a tape. If normal npc had that would imply that the villagers do too, but since they don't, that can only mean that Bada ks "special"

I thought they said that they made Bada insert the tape so he’ll have his own memories just like how some of the others (like YT and Doha) have more than 1 tapes so if only one tape is inserted, their memories are not fully intact. There are multiple tapes lying around

He is an 'NPC', but he's got a tape, he seems to have been playing the game before the other guys or at least more 'outside' of the group.
So what IF Bada is the CREATOR of the game. He MADE the game and got stuck in it!!
