He’s the devil the story has symbolic meanings from the Bible. Dennis is the sheep representing innocence according to the Bible. Todd basically seduced Dennis making him fall in love with him to take his sheep and at the end Dennis falls in after Todd representing that Todd (the devil) succeeded in taking his soul, the ultimate goal.
