I do interpret it that the emperor is unable to come back in dragon form since he formed a deal with atil's father to help him ascend to the throne by posing as his uncle/relative. He can pretty much use his powers but even a dragon power can strain his human body so the fever, and frequent exhaustion. We often see this in previous by transferring it to lily's mother (the emperor got sick and the next day the mother got sick then the emperor is okay) I don't know much about the novel and i hope we both get a clarification about this.
Can someone explain why the they are saying the Emperor isn't a dragon anymore? I dont want to read this until its completed but I want to know
