I think it's meant to be less of a chase arc and more of a communication/healing thing.
He doesn't know how to communicate his feelings. Not without gifts or usual royal shit.
Like he did the letter, which missed the mark but we saw him write sooo many before that one. And he searched through his gifts to get the smallest one bc he knew she'd prefer it.
His problem is he forgets to say "hey I've never done this before/I tried to small scale it"
He just thinks "surely she knows"
