I think it's because heart only have Henry's love but technically he's still not Henry. Hard to explain but like he doesn't have Henry spiritual or by soul so victor isn't very into him.

maybe its symbolism that Victor doesn't like Heart to show that he didn't really love Henry for what he was inside but only for his dick and appearance?
