This was either dropped/on hiatus by the author/translation group because that aint the end. They didnt resolve the other twin arc, he has a grudge and seems to be studying to get the stuff shijin has. If he ended up just leaving to another country an settled or died then yea the story is complete.
Also they wouldve put 'the end' or something but the last line was foreboding, as if the good times were going to be crushed by drama.
