Yes only rated/tagged is confirmed to be coming back
They were recovering stuff normally as this has happened before, but their disk containing lists data crashed and now they're trying to recover stuff through the rated/tagged receipts. We don't how far they are with recovery as it seems it's taking longer than past years due to the data loss.

I am just asking because honestly I am missing more than half of my library of my reads (~1500) as I assume that the only ones recovered were:
tagged
rated and tagged
i noticed that the ones in my library that were not recovered were:
rated
added but unrated
if anyone could point me in the right direction as what i should do as i am unable to contact the devs or should i just accept it at this point
