Tod and his dad are shapeshifter. Cayotes. They eat sheeps. Tod needed Dennis to lower his guard so he would leave the sheeps unprotected. He did so Tod went ahead and killed and took all the sheeps. Dennis is distressed by his betray but still can’t let go of his feelings for him and jumps off the cliff.

and todd might be from the future or smth because his clothes do not match with the other charaters or dennis's at all like cargop pants? bucket hats? jacket with a zipper? that wasnt the fashion in 50-60's america
More than being in the future it probably is a design choice. The comment of user Nenekyuuu explains it why. The outfit choice is probably proposital, as to make tod stands out and at the same time to feel very uncanny for Dennis and us readers. It does give a sense of uneasiness, him being there, doesn't it?
