Some actually do. But one thing I think people don't realise (or simply ignore) is that he most likely has raped several other omegas. The odds of the uke being his first and only victim is LOW. That man is probably a serial rapist who's been at it for years.

There isn't development or redemption for a rapist. Him 'changing' isn't something to be praised. He's still a serial rapist and an awful person.
