I feel like Tei is stuck in the past and Shuraka is moving ahead too quickly, so they just keep missing each other. Tei is having a hard time looking at Shuraka as an adult and keeps pushing is duty to the forefront while Shuraka won't pause for a moment to let Tei catch up with him and is being secretive.
Obviously, they need to talk and get to know each other, as they are now.
That’s what I think too. To Tei, Raka is still the kid he decided to protect, and all he does beside is out of duty, while Raka tries to shower him in affection and show that he is now the one doing the protecting. Tei is just confused at this point.
