Ngl I think perez will make up a law or smg to make it so he can marry her and she can keep acting as the head of her family. At least I think that’s what the author is directing us upon !!!

Perez indeed isn't really keen on being emperor but he's still gonna be one. He told Jovaness to make his final edict for Tia. So that Tia can be empress and matriarch.
Jovaness was mad but Perez was like... okay, I'll write a letter so that Astana can be emperor (Astana at that time only had 1 arm and was in a battle field) OR do you want it to be someone from the branch family?
Jovaness was flabbergasted that Perez was willing to give it all up. Then Perez was like "yeah.. Tia or nothing." Jovaness asked what will happen if he can't be emperor. Perez was like "I'll be a live in son-in-law."
Jovaness gave up and made his final edict.
Why it has to be Jovaness
1. If Perez becomes emperor and changes the law - legally it would apply to the next emperor and not during his reign.
2. Tia won't like it if he changes the law for his new law to take effect on his reign.
