    Not really… the kids never saw him as a father, it was only he that viewed them as his adopted kids, and he clearly doesn’t show interest in any of them romantically

    My point here is not that HE is the problem , the truth problem here is that the author try to somehow make the girl that he adopt to have some kind of romantic feeling for him even tough He does not reciprocate those feelings , that's still weird for the author to try to make it happen. And even tough they do not see him as a father , that don't change the fact that he tread them as his own child , he litteraly say that many time . So yeah , that's not " pure incest" , but that's still incest , cause a relation between a parent ( EVEN ADOPTIVE PARENT ) and their ADOPTIVE CHILD is base on the protection and respect from each other and NOT from some kind of romantic feeling , like the " marry me dad " part.
