I suspect this is because they are both alphas and Brett doesn't know how to do it. It's like a kind of brain "anomaly," where Hayden's brain sees Brett as his omega.
I also think that for Brett this is even more difficult, since he is extremely rational and it would be very complicated for his brain to also enter the same state as Hayden's, to the point of seeing him as his omega. Perhaps for Hayden this state formed more easily because he is highly sensitive.

Why can’t Brett bond with Hayden? they were saying the bond is not necessary but why can’t Brett do it like Hayden has?
