I'm pretty sure this is a separate demon and Modri just confused Sebastian for him. Earlier on Sebastian says that he's gone centuries without a meal (soul) so I doubt these demons are the same person

the mystic around Sebastian has disappeared, now this universe has demon hunters and people who recognise Sebastian from his past forms. He doesn’t seem as foreboding and powerful anymore.
