If you look at it from her perspective its not that weird. Characters like this seem to be more logic driven (though she seems to be more simple probably due to being hospitalized) so when you think about it putting the small bodies of kittens in a bag and then burying it "properly" is a lot easier, its also something she can realistically do when compared to putting the body of a full grown adult into a bag and burying. Thats not even taking into account that if someone dug it up cause they were curious buried cats wouldn't be as alarming as a human corpse. Since she doesn't want people to know her mother is dead it makes sense to hide the body first and then think of everything else after.
DEFINITELY THINK HE'S PERFORMATIVE TOO!! He didn't even bat an eye when she kept mentioning dead bodies. Sure, he could just be dismissing her because it sounds impossible, but the librarian said that HE also read the school regulations book. Which is pretty rare (also pretty weird, who tf would read rules and regulations if you're not forced to do it lmao)

Kind of weird that Sarang decided to bury the kittens, but the class president threw them directly to the trash, felt too performative. I feel he's just other type but adapted well to society
