Yes he remembers the last cycle. But this isnt their first nor second regression. Theyve been regressing multiple times now. Sometimes one of them remembers sometimes none of them dont. Only one person truly retains their memories every single time and its not oriana nor vincent :(
It's Miguel, isn't it? I have a feeling it's Miguel. Little things that don't really add up to anything in the story but that's my theory.

In current circle, Vincent is full of smiles (cause he remembers previous life and is still in love with Oriana) and if I remember correctly, in "first" circle he too was full of smiles (okay, they were dating then so maybe that's why) but I have creeping idea that was also because he was reliving, so this current 3rd circle is actually n-th circle cause who knows how many times they had died over and over again (⊙…⊙ )
