Im not super knowledgeable of scp but from my understanding its kinda like how they have a concept and ppl use and follow that said concept to make different kinds of stories ^^
Basically started with some people making up stories about entities, usually horror, and overtime more people joined in and further expanded the worldview and lore. Yes everything is made up and if someone else likes your idea, they can expand on your post to create more lore, also I don't think there's really a set of "rules" to follow when creating more scps

Scp is just practically darkness exploration record (the thing kse gets transported into) I wouldn't say there's a huge difference so you can base scp off of that. You can probably look deeper in the wiki if you want to be more knowledgeable and get into SCP.
