The author hasn’t really shown it, but I imagine it is pretty torturous to watch the person you love more than anything else in the world die over and over again, see them go through life’s ups and downs without being by their side to help them or celebrate them, and wait in between reincarnations wondering if they’ll be born again and if you’ll be able to find them just to look at them once more. x hundreds of years…
I guess what’s really missing is an acknowledgement of what he did wrong and a sincere apology, that might be why the above devotion feels like it’s not enough. Because rather than regretting that he hurt Haon, if feels more like he just regrets that Haon didn’t want to be with him
