Ugh, Rosetta irritates me, but I'm betting that's her role in the story. On the one hand, what could Riftan possibly owe her? Maxi's life? What's more priceless to him than her? That probably made Maxi feel horrible, too, that her sister accomplished what she could not, yet again.
On the other, of course Maxi never got to know her! She was brought up believing she was a hindrance and a burden. If Rosetta's role is the golden child (which is still a form of abuse in its own right) why would Maxi dare to go anywhere near her?
Perhaps Rosetta gets that, though, because of how she called her resentment childish. It's neither sister's fault, but a child can't help but resent having no allies like siblings.
Rosetta is smart, cold and calculating. Sadly, that does make her her father's daughter. However, she doesn't have an ego the size of Neptune. That's a big difference, so even though I can't agree with how she went about it, I'm glad she warned Maxi. She'd make a fantastic spy or double agent.
Her question is reasonable and makes sense. If Maxi didn't love Riftan, would she have helped her escape eventually? Or would Rosetta have used her to influence Riftan towards this or that? We may never know, because it's been clear since near the beginning that Maxi snd Riftan love one another fiercely and deeply. We only have a few more big bumps in the road, I think, before the end. Let's enjoy it while we can and hang on for dear life!
