Probably a shallow take, but I see this as Tod being a figment of Dennis' imagination, like the constant boredom and total isolation had sort of broken his mind. And the end where all the sheep are dead was his doing, because subconsciously he doesn't want to leave that place, he wants a reason to go back for Tod.
