He said he wants to see Garam and misses him, but it’s for the best he doesn’t see him. Jaehyuk even genuinely thought moving away would allow him to give up on his yearning to see him. Giving up doesn’t have to mean erasing your feelings/ emotions towards something or someone. It can mean taking a step back if you genuinely think it will solve a problem. He isn't the 100 percent cause of Garam’s ulcer, because anyone with reading comprehension knows that Garam brought a lot of the stress upon himself with a lot of his previous choices. Jaehyuk, however; he thinks that 100 percent of Garam’s stress is tied to himself, and so he is trying to distance himself, despite it literally destroying himself, because that’s what he feels is the best thing for Garam. This is evidenced by Jaehyuk calling the redhead friend for updates on Garam instead of directly calling him instead. Also, it’s implied he told the redhead friend that he moved abroad, because he knew he shared a class with Garam. There really isn’t a stronger way of removing yourself completely from someone’s life, than getting a mutual acquaintance to tell that person that you moved out of the country lol. He never denies he still misses Garam, or that he lost love for Garam, but there is plenty of evidence in his actions and the dialogue that he gave up on being a part of Garam’s life despite those feelings. Lastly, Garam taking the initiative to call the mom and convince her to give him another chance to fix everything with Jaehyuk is so important. Jaehyuk has always been the one to chase, while Garam had been unsure about their relationship from the very beginning of it. He was even saying stuff in the earlier chapters like this “I won’t let myself get too involved in this relationship, because then if it crashes and burns, it wont destroy me”. (Not an exact quote, but he said something like that as internal dialogue). It’s so important that he’s the one to fight for the relationship because this buildup of insecurity Garam has had throughout the entire manhwa thus far needs to be put to rest. It’s the only way they can move forward. Jaehyuk already believed in their relationship with full confidence, but Garam constantly had to reassure himself, and any confidence he had was easily broken down by third party opinions. A relationship can’t function off the back of one person, so the only way that their relationship can work out again, relies solely on Garam’s confidence to fight for their relationship.
Jaehyuk took himself out of the equation because at this point he was the reason for Garam's stress, anyone with - as you said - reading comprehension - could see that.

Did the translator not read the story? Like Garam suffering from stomach ulcers, Jaehyuk realizing Garam’s not taking care of his body - how did translator come to the conclusion that Jaehyuk gave up?
Garam literally was an emergency case and ignores it after, of course Jaehyuk will give Garam an incentive for treating himself better…
