I think It's Love Lies, it already has an anime too, i only watch it until episode 3 cause i don't quite like how's the story going but the Opening song is Fire tho

I remember another manga with the same government mandated marriages (it's het though) years ago, and even then i thought that premise will cause a huge mess XD
