Bruv it’s all formalities. Btw all of those newly freed and formerly enslaved are still penniless and uneducated people. Why do you think they haven’t just up and left if they could? There’s no where to go. Especially if they were enslaved in the south, there’s lots of prejudice and racism was normalized there for such a long time that things can’t just change because a war happened.
