We dont know for sure what Waka's wish was, but I think it was for the people that she loves to love her in the same way. I think this is referring to two people, Tokinaga and Shion. The demons said this is a good cycle because Shion was finally able to love her, so part of the wish is complete. The other part is gettingn Tokinaga to love her, which will be more difficult since hes probaby aromantic?

Okay so i think the plan for this to work is to destroy his barin and make him someone completly different, which will explain why his life is literally torture
So the reason everything has gone to shit is because the witch waka made an impossible wish for eyepatch to love her romantically, in the same way she does him ? But he’s not capable of feeling that type of love ?
