    bro i have no clue... because why would they (jake and their team) be watching over the senator if he wasnt up to smthing. i think maybe theres a corrupt side to the cia? or its just that director who is trusted by the senator, so he knows whats really goin on

    basically, the original mission was to track down the drug network operating under the Mercifuls, and jay was still part of the op at the time. but everything went to shit at the scrapyard, and rolfe pulled jay from the operation after jay chose to save shin.

    The higher-ups already knew jay was way too dangerous, and rolfe was a problem too since she knew all their dirty CIA secrets. turns out the drug network under the Mercifuls wasn’t even the whole story, there was also a money-laundering scheme involving senator connor and ross. gary, being one of the CIA higher-ups, knew about the senator’s dirty dealings, which is why he kept covering for him.
    that’s why the CIA ultimately made ross their main target and wanted him taken out.

    then rolfe put together her own off-the-books team outside the CIA for revenge. that’s why she teamed up with jay again and brought in caesar and hosung’s people (hosung is shin’s friend) as a third party. shin joined them too because he wanted revenge on Ross for Gren’s death.
    that’s pretty much how I remember the whole thing, at least
