Bro was running low on funds and manpower so he had not choice but to sell it but I what I see is tj ultimately letting ian go for good during this time because he is afraid of his safety so you will see tj saying something along the line 'you are free now' so yes tj made up his mind to cut off ties with ian . I see this as him overcoming his abandonment issues so yes this is his character development which was poorly done tbh.
