More than loyalty, it's about strength. The hounds know for a fact that Guwon is stronger than them. They live in a world where survival is key so they bully/take what they can from the weak and band together with whoever is the strongest.
rereading the earlier chapters, it really seemed like guwon was flirting and acting cute around jinwoo + giving a lot of special attention to him --> now it makes me think guwon was testing waters with the new guy and seeing if he could make the newcomer a loyal pet
since guwon later admits that he sees everyone as dogs, or tools to use, it makes me wonder how much of an act his outgoing personality is and if he used this same somewhat flirty love bombing tactic to woo all the hounds into becoming completely loyal animals
