You kinda get swept away when you are attracted to someone sexually and it's reciprocated. If the person is stern with they no, physical with their no, repetitive with their no - there's the no I'd classify for rape. In these scenes, it's a shyness to an unexplored action. Then they talk. He said no but he has ultimate say to her persuasion. At this scene, he could literally shove her off, say no again or the like - she is literally trying her best to persuade him after making her intentions known.
TLDR: Rape is not a word to just throw around. Build the context then decide. These two are clearly in the throws of it and pushing to see what they can get.
