It has been some time since I read this novel, I didn't read the whole thing because the website got doxxed but this is what I remember.

Our mc was handling a rape and a murder case when he just started working as a cop. And this driver was the main culprit, there was evidence too but as his dad is a bigshot and has judges under his wing the case was rejected and this guy was deemed as not guilty. Also from what I remember even the mother of the girl was killed or she committed suicide and only her dad was alive who later on dies too and mc believes that this driver and his dad has a part to play in all deaths.
you mean the innocent girl who almost got ran over had her mother killed???
No I think they mean the girl the car man raped and killed back when MC first started as a cop. Car guy got away with it and then the victim's mom died
