It's the same name. But it's like Robert and Bob - Yuri being the Robert, Yura being the Bob. One is official goes on papers, the other is for friends and family.

What a weird way to spell the name Yura. Also it's uncommon for a dad to call his son with his full official name - Yuri, usually it's Yura. Anyway, no g sound in Jurij.
