Kashima is definitely upset at Toono for playing with his feelings and being indecisive, he thought they were seriously dating after Toono kissed him but they weren't. Toono told Akemi that it's awful playing with someone's feelings but that's what he did. Toono really shouldn't have kissed Kashima if he isn't sure he likes Kashima back and has sexually issues. All what Toono could have done was thank Kashima for being a good friend but he kissed him!
