Nobody likes to see another in pain due to them, so phil feels guilty for causing eustis pain. But it is literally 100% the consequences of his actions, she didn't do anything to hurt him. Eustis grew fond of phil because she was actively working to be likeable, instead of being a regular kid. Eustis was happy not having to feel guilt about her mistreatment. He never parented her though, he never apologised for his words. For him, he grew fond of phil because of how she served him in getting over his grief. It was never about how he should be a good parent to her. And only now is he realising that all of this cost him his only family.
I'm hoping that in the mage tower phil can actually make a family of these lone wolves. They all stayed with her for so long to help her overcome her adversities, and now seems like a great time for her to show them love and acceptance, so they can grow into a family of misfits.
