This was likely intentionally done as censorship. The artist was being a little modest as to not show her vagina on the cover of the story; possibly for hard cover copies (if they even have any) to avoid embarrassing purchases, or just for websites/platforms that won’t tolerate the cover with any genitals

But why not just crop the whole bottom of the photo out? That would be way more pleasing to the eye than this!

Yes she is naked, yes he is naked. But none of their actual nipples are showing and neither any penis or vagina visible; this is censorship. Being naked isn’t bad—think of it as if they got out of the shower: the woman would cover her breast and bottom area, the man his bottom area. This is the “idea” I’d imagine :)
