They could have fact check that law. I understand that in Korea it is illegal to take people's pictures without their consent. However in New York which is located in the USA it is completely legal as it is protected under the first amendment. Especially when it's out in public, that's why paparazzi can take pictures of celebrities without getting in trouble.
