parents of bullies need to be scolded before the bullies themselves (unless they're of mid-teens or above age)

wtf are the parents of these kids teaching them?! are they hitting these kids at home, is that why? why do they think it's okay to hit others (unless they hit you first but it's still better to be a tattletale primarily) or even a dog? (╯°Д °)╯╧╧
