The situation is so messy, I personally can't just say that one person is completely in the wrong.
Oto had been used and abused by his family growing up, until he was eventually disowned and deemd as problematic. The first alpha that was interested in him basically used him and didn't treat their relationship seriously. Then Oto got pregnant but how could he let Shuga know, since Shuga never showed that he had feelings for Oto? It could feel like a baby-trap and what if Shuga suggested an abortion? Then 1.5 years later Shuga finds Oto again and confesses his true thoughts and feelings. However, it's totally valid for Oto not to be convinced. All he knows is that Shuga and him had a casual sex kind of relationship and that now that Shuga found out he has a child he wants to step up. But as we've seen Shuga is spontaneous and younger. Can Oto blindly trust him?
Shuga is younger, spoiled, rich. It's obvious he hasn't struggled in life up until now and that's normal for a person like him. He didn't treat Oto seriously when they first met and he came to regret that. However when he wanted to make up with Oto, he couldn't find him right away. When he found Oto he got excited and showed how willing he is to make Oto his mate and parent their child. Now he does his best, but his best still isn't mature enough.

They both suck at commumication, that's for sure.
