To boil it down to hypocrisy is wrong and imposes an impersonal universalism on him. For Turan to be a hypocrite, he would have to accept that abstract universal equality. He does not.
What he has is a very strong, pre-liberal sense of ingroup/outgroup, and like you said, a sense of duty to his flock.

That ingroup vs. outgroup point makes so much sense. He’s not breaking his own rules he is just living by a brutal, old-school tribal code where outsiders straight up don't matter to him.

What I meant by shepherd and sheep mindset is that Turan doesn’t view the world through standard human ethics, but through the absolute, harsh lens of a farmer managing livestock.
best seen in how he treats the people who caught Beje. To a normal reader th(like me), his brutal overreaction makes no sense because those people were likely just starving refugees hunting a bird for food out of pure survival. Since Beje can't talk, they had no way of knowing she belonged to a god-like wizard. (ch 33 & 34)
Turan completely lacks human empathy. He doesn't care about human desperation or their ignorance. He treats struggle for survival as a malicious, cold-blooded crime deserving of total annihilation. (Ch 33 & 34)
This creates a massive double standard when Turan became the "Protector" of Kalamap. When he kills sheep or uses animals to feed the starving townspeople, it’s acceptable to him because he sees himself as the "shepherd" managing his resources "sheep". But if an outsider takes an animal from him (they didn't know that beje belong to a god-like wizard and just normal flaying bird to be eaten) to survive, he views it as a hostile attack on his property.
To sum it up he is a hypocrite, I don't hate him for that he didn't learn normal human socialization and human empathy, you could argue that maybe he helps the people of Kalamap out of some subconscious pity, but it honestly feels more like a mechanical sense of duty. He doesn't feel for them as humans he just feeds them because a shepherd's job is to keep his flock alive.
