I think luca came to that conclusion because kuro did not specify why he did not do penetrative sex or being rougher when they are intimate was because he worries that it would take a toll on Lucy's health.but from Luca's perspective, Kuro is just putting more distance between them and even rejecting his advances so ig there's where Luca's insecurity came from
