If you re-read it again, Teach himself said that the outside world is hell. There's constant suffering here and there. That's why Teach was so shocked by how peaceful and pristine the community was. These townsfolk are pampered spoiled idiots. The zombies are not even the only problem, what about raiders? Humans outside are stealing and killing other humans for supplies. Like bruh, deadass.

Listen the town has good intentions but they realllllly should've thought this through better.
No matter what they say about him the good he provided from an objective view was more than bad, they had the right motives, they shouldn't need to live like this but ina a world ending apocalypse the fact the most they feel is immense guilt and trauma is so much better than literally being eaten alive by those things and their families realistically dying way worse. I'm not saying this justified Guwon but we need to see this objectively.
Now hypothetically he dies, how on earth are they actually surviving on top of having those crazy hounds after them? They really should've thought this out better rather than living off their high.
They had the base they just needed a better gameplay and a way to either ally with the hounds or get rid of them all. Naturally more were bound to die during the runs but overtime they could've sustained themselves into a pretty good group so it'd not impossible it's just they're rushing wayyy too much and theres deffo some creepy twist coming.
