In the earlier chapters, when Guwon asked if what he did was really wrong, Jinwoo said it right to his face that what he did was indeed wrong. And Guwon IMMEDIATELY accepted that he was wrong and changed his mind, even thanking Jinwoo for calling him out. That shows that Guwon has definitely no firm grasp of what's wrong or what's right, but he is willing to listen and learn from Jinwoo and change his ways. These stupid townspeople should have took advantage on that fact, that Jinwoo can control and change Guwon. They should've used Jinwoo to change Guwon's rules and methods. Instead, they did this stupidass plan. Now Guwon is dying and most IMPORTANTLY they now lost the Hounds, who are literally the ones providing the community with near constant supplies.
