I think a puppet but he’s one of the first and he’s more like Rciel in how he’s not brainless and able to move freely like a live human. They even hinted to him being one in the previous chapter.
The man who has a grudge against Sebastian is probably a puppet, right? Or did they already consider that possibility? It'd explain why none of Sebastian's previous clients were alive and how this one was.
