Who's the real monster here?

I understand why Adam felt the way he did as he heard Eve's harsh words, but really, they're just proof the people who created the espers, in their treatment and use of them, are the true monsters. They've instrumentalized and dehumanized actual human beings just to ease the public's and their own guilt of basically throwing them into the gates of hell and hoping for the best. Mutated or not, they're still human, they're mortal, they have the capacity to feel, including fear and the will to survive. But they've been robbed of it as to be mentally forged into the perfect fearless, selfless weapons. It's cruel because they're not actual robots or AI bots, yet it's expected of them to serve and potentially die without even questioning it, as though that's their sole mental programming. Eve isn't a monster, that's all he's known. He sees himself as a tool just like the other espers, which is pretty sad.
