Technically they were only related on paper and after their parents' death I'm not sure if they're legally related anymore. So it is not incest. But yeah, I've seen this recurring theme in many mangas where step-siblings (not related by blood, just by their parents) end up together. You can't call that incest because they're as good as friends living under the same roof.
I don't mind if they are not blood related and became step brothers later but I dont get the appeal of blood related incest either and yeah I definately think incest is a reacurrent theme not only in yaoi but in manga in general...idk but I think it is a japanese thing ( hopefully this does not sound offensive)
