My first impression of Fei's comment is that he was referencing Akihito's profession as an investigative photojournalist. He wasn't afraid to go after scary people and jump off tall buildings. So while Asami has a habit of wanting to protect (and control) Aki, Akihoto is still someone who is daring and defiant.

That was my first thought too, but Feilong already said at pg 10 "Is it even possible to lock him away with his personality?". That's what made me confused about pg 12. I think he means something different here (since he already mentioned Akihito's character).
It still ties in. Asami has manipulated circumstance in spite of Akihito's resistance until he had no where else to live. If Asami had outright forced him to live in the penthouse Aki's stubbornness would have had him fighting for a way out. Fei knew from experience that Aki would run away, the only thing that kept him in place in Hong Kong were chains and threats.
